The role of the Administrator, with support from the National Health Funding Body, is to administer the National Health Funding Pool according to the reform and relevant legislation, to oversee payments into and out of the state pool account for each state and territory, and to report on various funding and service delivery matters.

The Challenge

In an effort to increase transparency and accountability, the National Health Reform Agreement (NHRA) required the changes to public hospital financing and the mechanisms for paying the states. Under the Agreement, each state in the country received a separate bank account in the National Health Funding Pool. Accordingly, all outgoing and incoming transactions were to run through the Pool to provide “complete transparency and line-of-sight” of public hospital funding. With records accumulated in a single location, it became possible to process, analyze, and report funding transactions in a comprehensive fashion. To comply with the Agreement, the National Health Funding Body needed to make these funding data available to the Australian public. The NHFB started its search for an IT partner that understood novelty and complexity of the project, had experience of collaborating with government bodies, and handled pressure of performing under short deadlines. As a result, the Funding Body chose Veritec that satisfied the above requirements and placed a strong emphasis on security and data protection of sensitive healthcare information.

The Solution

After extensive analysis and consideration, the development team at Veritec has designed a website architecture that satisfied the requirements of the NHFB and was based on ASP.NET MVC. Veritec engineers built a high-performance, data-driven site that is able to withstand high user traffic and stay fully available 24/7/365. As a result of collaboration with the Funding Body, the website features monthly reports published by the Administrator of the National Health Funding Pool detailing National Health Reform (NHR) funding by state, territory, and Commonwealth governments provided to local hospital networks throughout Australia. The website dynamically creates PDF and HTML versions of the monthly reports based on data from the jurisdictions. Additionally, the website contains general information on national health reform arrangements, funding and payment flows, and the role and responsibilities of the Administrator under the NHRA and associatedlegislation. The website was delivered within project parameters and meets all federal government guidelines with respect to accessibility and security. Satisfied with the final product, the National Health Funding Body continues to utilize Veritec services, namely managed support – Level 2 and 3 Application and infrastructure monitoring and maintenance.
